What is MEL?

A Monitoring, Evaluation and Learning (MEL) framework is a structured system used to track progress, assess impact, and inform improvement throughout the life of a project or program

At its core, MEL brings together three connected functions:

  • Monitoring: the ongoing collection of data on activities and outcomes
  • Evaluation: systematic assessment of performance and influence
  • Learning: using what is learned to adapt and strengthen implementation and future efforts.

In practice, a MEL framework defines what will be measured, how data will be collected and analysed, and how insights will be used for decision-making. It often includes tools like a logic model, evaluation questions, indicators, and data plans that link objectives to evidence and learning cycles.
