What is MEL?
A Monitoring, Evaluation and Learning (MEL) framework is a structured system used to track progress, assess impact, and inform improvement throughout the life of a project or program
At its core, MEL brings together three connected functions:
- Monitoring: the ongoing collection of data on activities and outcomes
